- Learning outcomes:
- The course aims to introduce basic concepts, as well as an analysis of the current situation of housing policies in Romania and the European Union. It seeks to familiarize students with the social, economic and political constraints of the context in which housing estate projects are being developed. In this way they will be able to better understand, as professionals, the motivations of parties involved and to negotiate various opportunities for quality projects and for sustainable housing developments.
- Content:
- -sustainable development principles in housing: integrated approach of environmental aspects (sustainable built environment), social aspects, economic aspects. Public decision mechanisms: ressources distribution among the sectors of a society
- a social approach to housing policies: 150 years of European experience in social housing: from justifying the first interventions of public power in relation to supply and demand to detailing the concept of social housing;
- economic and financial perspective on housing policies: Means of funding and parties involved in housing policies;
- Housing as sustainable Built environment: A quantitative approach (dwelling) and qualitative approach (housing): tools for evaluating housing quality and establishing objectives for public policies;
- Examples of integrated approach for sustainable housing: national and local housing policies, the public-public partnership in Europe (the case of France, Northern countries, England and Austria)
- Trends in residential estate projects and their link to local economic, social and political constraints.
-Genesis of a brief for a residential ensemble - relationship between the developpers, the users and the professionals - Teaching Method:
- Lectures aided by digital images (Powerpoint presentations), debates around case studies with student participation. Suggestions for essays themes.

- During the semester, two case studies need to be prepared and presented to the other students. The final grade shall comprise of:
- Case study – exercise 1 (30%): an example of housing estate: evaluation exercise for sustainable development characteristics. The relationship between the way in which the estate is promoted (social housing/private real estate development/co-operative ensemble) and its spatial and configurative characteristics
- Case study – exercise 2 (30%): an example of public housing program within the EU countries: legislative, financial and institutional tools.
- Written exam (40%) - Bibliography:
- - The legislation currently in effect regarding housing aid programs in Romania
- Auxiliary electronic materials: articles, publications regarding evaluating housing quality, preparing, implementing and evaluating urban policies in the housing sector etc.
- On-line sources: EUROPAN courses, residential estate projects etc. - Notes:
- The bibliography is mostly in English and French.
